Little Chocolate Cupcakes

1 cup sugar
1½ cups flour
¼ cup cocoa
1 tsp. baking soda
½ cup salt
1 cup water
½ cup oil
1 tsp. White vinegar
1 tsp. Vanilla

Topping:
1-8 oz. Cream cheese
1 egg
½ cup sugar
1/8 tsp. Salt
1-6 oz. pkg. Chocolate bits.

Directions:
Put a teaspoon of batter in mini cup, then about 4 chocolate bits in each and nuts. Add ½ teaspoon topping. Bake in a small tea cake pans at 350°F for 20 minutes.
