Morning all. This is my first post here. I found this site through Spectrums site the snowblower shop.
Anyways I am working on a Craftsman 8/26 with a Tecumseh HM80.
Brother-in-law said it has no throttle control and the drive is out of it.
I rebuilt the carb and it started fine. After I gave it back to him and discovered the drive was out of it (belts are fine), he said the exhaust was glowing red and backfired when he shut it down.
Now I think he messed with the carb and governor because I can't get it to barely start at times and it only runs with the choke on 1/2 choke max!
So heres the question, is there throttle control? Seems like the throttle lever does nothing and may be missing something. All the pics on the net do not show anything at the lever besides the linkage to the governor. Below are some pics of the way it looks now.

I went to your photo album based on your link above.
I saved the picture to my HD , then uploaded it to my webspace and used the link from my webspace so those that know, can see.

Yahoo isn't letting an outside webpage use the photo... typical to save bandwidth on a free service.
Photobucket is used a lot by the folks here on the forum, it allows for links outside of the photobucket webpage to pull the photo for posting as you tried todo (Direct linking).

Pulled the carb back off and found the float level off. Reset it to 11/64 which if memory serves is the correct setting. Should I pull the welch plugs again and make sure there is no debris in there? This was running several times after the carb was redone.

I would put money that your throttle plate is stuck. I had the same problem with one of my 8HP SnowKing engines. Spray a little lube on the little shaft thing coming out of the carb directly below the muffler in your pictures. That shaft needs to rotate freely- not 360 degrees, but you should get the idea. Once that shaft is free, hopefully everything will work.
I know it doesn't look like the throttle control is connected to the carb, but it is- indirectly.

I already freed up the throttle plate when I went through the carb the first time. Rechecked it today, it still is ok. Only thing I could find out of place to speak was the float setting was way off!

Twisted - if you need the choke activated in order for it to run, the carb settings are lean (not enough fuel). Now that you have the correct float setting of 11/64", I would inspect the bowl nut. There are little holes in it that control fuel metering, and they must be CLEAR. This is the usual cause for lean running conditions. Or, if you have a high speed mixture adjustment screw, turn it counterclockwise a good half turn & see if that helps.
